In practice, they need to request this information via a 3rd party provider (Orient Capital) as basically no companies do this in house. This is a distraction and a $5k+ cost for the privilege of this request / analysis. I'm not sure thats a reasonable expectation of the company given this is by no means critical information for shareholders.
I don't quite understand you're level of distress about this, yes it is technically possible that they could get an updated share count from OP, but it is market standard practice that they did not do this, its certainly far from being intentionally misleading.
