I am thinking China will not enter back in..this is an East vs West scenario...both see critical minerals as part of their national security. These minerals are not just about EV's. China will not want to give up its advantage.
They know it will take the west time to catch up and they will have to spend a lot of money to do so..China know that the west is also developing its military around the new tech and will need the minerals.
