Yeah ok fair enough. You can do all the liaising you want, but the process is no picnic, and takes time even for small footprint projects. The mine lease approval is likely to be approved well before (1-2 years) before the final EPA ministerial approval comes. Looking forward to IPT getting started on the process ASAP!
