    I wouldn't be surprised if its both 1 & 2. Certainly there has been scrutiny over excessive remuneration, but the last NTC profit guidance did say "The projected half year result is being impacted by a substantial slowdown in orders from Telstra".

    I wonder if this has since deteriorated further.
