I believe this project is related to what they were discussing here.
It may also have been part of the scope of work related to what was already awarded to Fluence on March 28th here.
The only reason I say that is because I came across similar info last week, which has the same service areas but indicates a slightly faster timeline (note the project approval number date of 19/3/2019). Estimated delivery time is end of April, Fluence in their announcement references delivery by May for expanded work including toll stations.
The projects in the tender above are located on 4 different expressway systems, the G50, G56, G70 & S49.
