Some previous research of mine has yielded a national number in the lower 2000 region of service areas. There are also a few hundred parking areas. Du Hui may have been adding these together and rounding up for convenience sake (plus translations from Chinese to English may confuse true meanings/context). Hubei is a central transportation hub, which should have one of the highest traffic flows per service area in China. Using Hubei metrics as a base figure to extrapolate on can yield mistakes in calculations, as some of the smaller provinces and autonomous regions may have much smaller traffic throughput, so may require less treatment capacity (eg 100 m3/d installations).
I am also waiting on further evidence that they are treating each joined pair of service areas as 1 or 2 separate MABR installations. So far I have only seen them install 1 plant per pair. There are some split pairs of service areas where the opposing service area is further down the highway, so will be more likely to be treated as 2 separate installations.
I will let you know when I have a clearer picture.
