China is in urgent need to show to the world that though they are not a democracy, they are not a backward country with open sewerage systems. They need to marry and adopt technology and convince satellites, whether willing ones or not, in Hong Kong and Taiwan, that a command economy can be a viable model to advance a nation, manage the environment and raise the living standards of the masses.

This brings me to your point. China can’t stop just at Hubei province. This service area model has to spread across China because China needs to advance the nation. The environment, solar, waste water, IOT et al are all part of the matrix.
