@Dungiven, to finish this train of though off, I have had a look along a few of the major expressways running across multiple provinces in China. Of the 3000 planned service area pairs by 2020, there will be a few hundred parking areas included in this number. The parking areas are on an approximate 7 service area/1 parking area split, so I'd estimate around 2700 service areas, 300 parking areas. In future, the space that is occupied by parking areas may be upgraded to a full service area if financially viable.
The speed limit on expressways is 120km/h, so there is a service area or parking area available every 25 to 30 minutes of driving.
The parking areas will still require sewage treatment, as they usually have basic facilities/toilets, but they have much less overall traffic and water use so need less treatment capacity than a full service area.
