iTEST recently tendered and took in-house the operations and maintenance of most of the non-MABR sewage treatment facilities at various service area locations under their parent company's control. Previous to getting into the MABR operations game, I don't think there was a company focus on being a sewage O&M operator. They had staff at the various service areas who could maintain the sewage systems, but it was not an organized company focus.

Complete speculation but I believe this will enable them to build out a larger O&M workforce, plus skill them on multiple types of systems. They can use this in future to take on larger Hubei provincial O&M contracts, plus also look into other provincial service operators nationally who may require this type of service expansion. They can then leverage these types of O&M contracts and experiences when tendering for national MABR contracts. By doing this in-house they can also really collate detailed data and compare effluent standards, costs of operation, life cycle, weather performance vs MABR. They can also decide when this other equipment is close to end of life and phase in MABR replacements in a cost effective manner.
