@chord you have made me incredibly happy.  This appears to be all new work outside what was announced on Friday.  Friday's ann seemed to be about opportunities for ITEST to sell into pre-existing service area sites that needed treatment.  This tender is for new sites that have not been built yet.  Since the original ITEST announcement in July I have been mapping Hubei and doing an analysis of opportunities that can be leveraged.  I had identified that outside of highway service areas, the biggest point of interest was toll gates and the supporting infrastructure.

95% of the highways in China are toll roads.  China accounts for over 70% of the entire world's toll roads.  Tolls in China generate over 400 billion yuan ($81 billion AUD) each year.  To exit off a toll road into any town you must go through a toll gate.

The tender calls for 56x MABR install sites.

Toll gates and monitoring stations call for 15 m3/day.
Likely to be for 41x Aspiral S1 (the smallest 20ft container units).

Parking areas (similar to service areas but less infrastructure) and single sided service areas (1 side of road only) call for 200 m3/day.
This is the same as the original Xiaogan ITEST site - 2 x Aspiral L4 units plus supporting infrastructure, control and monitoring equipment in a shed.
There were 4 of these sites in the tender = 8 x Aspiral L4.

Dual direction service areas call for 400 m3/day.
4 x Aspiral L4 units plus supporting infrastructure.  200 m3/day for each side.
There were 11 of these sites in the tender = 44 x Aspiral L4.

    Total tender = 41 x Aspiral S1 & 52x Aspiral L4 (the equivalent of 249 MABR spirals).

For me this answered a lot of questions I had about opportunities for MABR in China that will be leveraged off the original ITEST deal and size of sites.
There are likely going to be many more 400 m3/day service area sites than 200 m3/day sites, but 600 m3/day sites will be rarer and only for the very largest service areas.  Toll gates across the country look to be a huge opportunity.
