They are not making these announcements before testing commences therefore they would have a very good indication of whether the deal is likely to proceed at the time of making the announcement. Not to mention they are getting quotes from these companies.

The announcement not only keeps shareholders and the market informed, it is also very good PR.

"Likely"
"Soon"
"Expected"
"Intention"
Plus many other similar words. All useless and vague words as far as Im concerned.
