It's bold to expect that launched sites will scale to the minimum quotas immediately, which is likely the reason for this revenue lag. It has been suggested that scaling up to meet these minimum quotas takes around 3 to 6 months. We are just beyond that window now, so the next 4C should be telling.

Agree, it would be good for the company to clarify this sooner rather than later as it's what is likely holding the share price back.
