Seems to me these intentions (whatever they actually entail - no details ...again!!) are of less commercial risk to Siemens than MNS. Basically they are saying” if you get your factories rolling you are more than welcome to pay for our services” .
Why is this price sensitive? It doesn’t change anything. MNS seem to be very scattered: doing a lot of little things with too many entities and nothing fundamentaly significant with any of them.
Market wants details. Market wants Nachu funded. Market wants to see action on 2019 deadlines urgently .
