    Regulators in Australia are not as above board as you might believe. Take Fair Work as an example: underpayment of wages in hospitality has been rife for decades. Fair Work knew about it. Every member of parliament knew about it. Industry knew. The reason they did not stop it was because the government wanted unregulated low paying hospitality jobs for foreign students. Crown casino restaurants were a hotbed for wage theft.

    instead of fixing the problem they continued to flood the industry with cheap foreign labour under 'skills shortages' which were proven false by the media uncovering wide spread wage theft ( the opposite of skills shortages)

    the end result was the former secretary of the department of jobs and skills (the department that sets the skills shortage list) being promoted to the position of Fair Work Ombudsman. She is basically tasked now with fixing the problem she herself helped cause!

    The FWO visits the average hospitality business less than once a century while liquor and gaming as well as local council food safety regulators visit every hospitality venue every year.
    the industry put a proposal to government to piggy back a FWO style check on every business using these existing regulators but they refused- seems they don't want to regulate even though they know the problem of wage theft is still there!
