You still don't get it, do you?

Here is the flow of events:
    1. MNS reaches agreement with Tanzanian Govt re SEZ licence.
    2. MNS announces such, stating that:
The SEZ under the jurisdiction of the Department of Industry, Trade and Investment, governs the operation of the graphite processing plant and is not subject to the changes in the mining legislation promulgated last year.
    3. There is no suggestion from MNS that they are not subject to mining legislation, only that the SEZ is separate from mining legislation.
    4. Responsible media outlets such as Mining Review, Mining Weekly, The Citizen, etc (as quoted by you above) repeat this accurate interpretation.
    5. Less responsible "formal media", such a CNBC, lazily show banners that misleadingly say "NEW LICENCE EXEMPTS MAGNIS FROM MINING LAW REVISIONS" (see your post above).
    6. Social media and presumably other graphite wannabees repeat the erroneous info.
    7. EPZA sets the record straight with a public statement.

There is no suggestion that MNS misled anyone.

You've had all the information right there in front of you but have only seen what you wanted to see.
