simples, your currently in development phase characterised by admin and building. the SP will drift as its not derisked enough for "value investors" and not exciting for spec traders.... welcome to zombie land.
its the unsexy phase that many dont have the patience for but is at the nexus of low risk and long term big reward.
the good news: this is where you should fill your pockets... to wait for next year.
as for the loan. its exceptional news... could have done a CN which would have killed the sp. looks promising.
