AO,
if the entry is not up to heavy truck access, then council can(and will) fix it. Council will be desperate for this to go ahead. Price- wise: seems cheap to me, 4ha (acres??) of industrial land very near major centres (even regional) tend to sell for 100K plus/ha. Of course this depends on local idiosyncrasies. IMO
