@andy777 is right: no one knows on what basis the scale back will occur.
The fact is that the offer price is substantially below the current share price chart.
So it makes sense to apply for as much SPP allocation as one is practically able.
The worst case scenario is that you are scaled back and your scaled-back capital is tied up for a few weeks before being returned to you.
