You have to factor in some holders do not have enough fund to participate this CR, hence they just sell their share before ex. It's basically a government owned entity, like it or not, they will not let it bust. Otherwise how are Kiwis going to travel overseas? Not that they have another airline there to choose from. Whether the tax payer like it or not, that's irrelevant.
