I doubt that. Tariffs are still in place until November when Trump meets Xi. Then if no change the 25% comes in on 15th December. There is still time for a deal to be struck but so far the damage is done. Chinese economy has slowed to 1992 levels. Lets see if interest rate reductions stimulate those effected economies! Time will tell and what these 2 leaders can do to the world economy! As for OVL then lets see what happens when the rest of the drilling results arrive!
