At face value, sure, and while it's an important metric, it's not THE metric that matters. It's not 2009 anymore, and these days app stores are flooded with apps with millions of downloads that don't make any money. You gotta dig a little deeper as in.. what % of people who download the app have ever actually used it to send money/minutes/whatever. Going by downloads alone is a mistake which is why it doesn't really matter.

I'd rather be able to find out 2500 of the 5000 people that downloaded an app got out their wallet than 999,999 of 1,000,000 people who downloaded it collected their free $5 and never used the app again.
