No the underwriters will sell at whatever they can get. They will sell at a loss since they make it up on their fees. Yes they will try to offload them to some bagholder at a profit, but if they can't they will sell at whatever then can get.
I don't think I have ever seen a poorly taken up underwritten rights issue where the SP doesn't drift back under the issue price. If you think AXP is a good buy now then just wait.
