The announcement stated a Tier 1 supplier. Tier 1 suppliers are companies that supply to the car makers, not the car makers themselves. Having worked for both Continental & Delphi, and having been to most of their facilities in the Detroit region, I can only assume it is one of them.
Interestingly, it may more likely be Continental as they have tech centres etc in the Frankfurt area of Germany, and may link in with the previous news perhaps?
Ford, GM and Chrysler are OEM's. Being a Tier 1 like the likes of Continental will have the ability to penetrate markets globally as well, not just North America.
