I agree with your post about delays in getting to production - but mining to concentrate stage is not rocket science.

The mining and processing of copper ore is well understood and has been for centuries, I'm always baffled as to why so many technical problems are encountered whenever some wannabe miner sets up for their first production. Surely there are competent experienced mining engineers who could set up a plant which runs first time without a host of plant problems? They have the primary ore material that is required to be processed so should be able to design equipment capable of handling it at the capacity required of the plant. This is not rocket science.

Is it that these wannabe miners try to get their plant designed on the cheap and don't go to experienced engineers?
