Do your research on who operates in Cuba. There are some large national oil companies operating in Cuba or looking at getting in that will be aware of what's going on. From my understanding it's those that are also in Venezuela.
Currently there are only certain NOC's that are prepared to invest substantially into riskier emerging markets.
Melbana likely has a strategic asset as it will likely contribute significantly to Cuba's energy self sufficiency. It will also likely be able to export large volumes of crude with the potential.
