    yeh i'm interpreting it the same way as you, with the following added detail:
    the 40m for the exploitation license is almost irrelevant, it relates to possible events a lifetime away (in saudi time) as far as i'm concerned. however the exploration license comes with the same price tag (dilution wise) that another past effort by a well known saudi friendly was meant to procure, from memory they were performance rights and they were cancelled.
