Yes, but there may be negotiations that take place and it would not be in CCE (nor wagovt) interest to disclose information during the review period I would say we will know more if an agreement is met. If the project is cancelled I doubt that Wagovt or CCE will voluntarily disclose specific information.
Think of it as a proposal. Which are commercial in confidence (usually). You may never know what was in tender (other than company name or price) however as this is a political hot potato at the moment if things do go pair shaped I’m sure what was discussed will come to light slowly. But may possibly be redacted like previous freedom of information requested documents.
