I suspect the previous use of pleased was used to advise something that is in their control and is likely to have been a positive bit of info. 

The situation they are in now cce will be wondering as we are what the WA govt will do. Will they back up their commitment to a wave energy site. Or will they can it.

Politically if they can the project more questions will be asked about what happened when where and with whom. Political careers could be on the line. Perhaps wa govt will chase Carnegie down the rabbit hole and get this thing done. A successful project will shut up the critics and will rack up points if careers are on the line, 

Interesting to see what the finding plan actually entails. We will likely see it if wa govt approves. If not it would questionable.
