If this random "ex holder" knew anything about investing they would know that:

• The market won't know about the change in holding for another week at least due to processing and reporting delays.
• The retail SPP offer may not have allowed management to legally buy in
• Recent contract announcement which would entail blackout for the SPP (why there was an extension)
  

Therefore, if management were to buy in, they would do it after the $23.3M contract extension announcement and before the next quarterly blackout period. Which again, we won't know about until the new year due to the delay in processing and submitting the paperwork.
