99% of companies put the notice out at the same time they issue the application for shares, so unless it is notified by close of business tomorrow, shares were issued on Dec 8, then they didn't buy, or they are to incompetent to notify by the due date.

You also said the reason for the SPP extension was the reason the SPP was extended, this makes zero sense, a bit like the rest of your post, it closed prior to the announcement so how can that possibly be a reason. It was extended because no one wanted to buy and they need the cash.
