From my experience in working in government and dealing with procurement processes. Every agency/organisation has a list of preferred vendors. There are multiple vendors on this list, and when a procurement process is initiated they go to the preferred vendors for a quote.
Given Alcidion is very new and still making its way, I wouldnt be surprised if it is willing to undercut other vendors to increase brand recognition.
