In my industry (telco tier1) tenders often are awarded (so called prefered vendor) but then there is a long commercial negotiation around scope and deliverables which may look different to the tender in the end. My guess would be they are in deep commercial negs, but that isn't a guarantee.
Anyone from the health sector comment?
