This is how I interpret this announcement:
1. Alcidion was engaged to build and integrate CDHR for NSW health, it is likely that NSW Health has approached Alcidion and asked them to be involved in this project, and it was not awarded via a public tender, the relationship between Alcidion and NSW Health are continuously improving.
2. CDHR will be trialled in two NSW LHD first, once the initial implementation is successful, it will be rolled out to the rest of LHDs. There are 15 LHDs and 3 specialty networks in NSW.
