The way I read the ANN zero is:
AJX will be the FR chemical supplier, it is the fabric manufacturers who are shortlisted, AJX will supply to whomever the DoD choose. Once the fabric supplier is chosen, only then can contracts be drawn up.
AJX can't sign a contract that has an unknown entity listed (the fabric supplier).
It's all about making the final contracts watertight and dotting the i etc.
