Is this a deliberate ploy by QAN to limit Virgin’s ability to compete?

It is not just Virgin, I think. AQZ have also started a few routes on their own and in conjunction with mining partners. Carrying public on some of BHP's flights between Port Hedland and Perth must have made Qantas sit up and take notice.
Booking up as many as possible of AQZ's aircraft helps to stop any expansion.

Also, unlikely as it would seem, any tie in between AQZ and REX would be of great concern to both QAN and Virgin. The 80 and 100 seat aircraft would enable great versatility for REX to expand. Qantas have stymied any chance of that happening, despite what it might cost them.
