It all come to finance to finish the building of the factory. They are working on it. The CR is not for completing the building, but to have enough $ for the directors and management and other little things to pay until they get the big $ to complete the factory. That is the way , I see it. Note: Because of the covid 19, did Germany gave priority to build factory in Germany to be independant from other countries for the supply of HPA, as it is essential for the army.
