IMVHO, there's another wrinkle with the SPP we don't know about.
The gradations could be $2.5K, $5K, $7.5K, $10K, $15K, $30K. or some other divisions.
I tip: Min $2K, above that flexible, to a $30K max.
I don't think the gradations have been consistent over past raisings and then there's the newer maximums in more recent years.
