I can understand your query but I think the company statement that you pasted isn't contradictory.
Those doing the current DD would still be able to input all equipment and labour costs into their report to come up with a final total costing for the project to enable a decision on the project financing, even although detailed design and engineering are not fully completed.
In other words, everything has been costed into the project but the finer points of the plan can still be adjusted to perhaps improve efficiency, etc.. None of which would have any detrimental effect on the overall costings. Which would mean that finance could be approved and early stage construction can commence.
My only niggling concern is Iggy's comment last year that the project capex would be around 50% cheaper in Malaysia in comparison to Australian prices. I hope he is right and this DD confirms his figures. However, with much of the equipment coming from overseas I can't see how the capex could be that much lower. Construction costs would definitely be cheaper but from what I can gather, the majority of equipment (big ticket costs) going into the building is not locally made.
I'd be very happy to be proven wrong there and hope that all costings in the BFS made allowances for all the equipment coming from Germany.
I just can't see how it can be 50% cheaper.....BUT.....if the BFS comes close to the current DD, then we can perhaps use Iggy's quote as perhaps an early days throw away line.
To date, they appear to be doing a very good job.
