Cost savings come in the form of Land costs, construction costs (transport, labour rates, regulations, environmental, power connection, water, etc..) major component material costs are much the same but all other parts of the plants construction would be far greater in OZ. I am personally disappointed that the plant would not be build in OZ but from a business point of view it's a no brainier not to. Also once producing product then you are closer to end users so again save on transportation costs for end users.
As far as funding goes they would have enough information from estimators and quantity surveyors to get finance over the line. All projects are made of known costs even in a broad sense and then guesstimates/estimates. No project can be costed to the last dollar or even the last $10,000 do the banks have to rely on the knowledge and experience of "experts" to say this will cost eg $60M give or take $1M
Finance will come soon enough for construction to start early 2017 as planned I believe.
