    In all these things it's the reason that counts.
    I've seen all kinds of CEO's do absolutely brainless things, the most current being Twiggy Er..Dr. Forrest, FFS (his abbreviated credentials). If you want an insight to what the public will tolerate checkout, Lydia Thorpe.
    Also, I don't know much about German politics but I think they'd have to have a huge tolerance level. They seemed to when I visited (and asked about the French in the common market).
