There is no suggestion that it applies to all HPA, ATC was ever to produce. That implication flew over my head if that was part of the statement.

My interpretation related to the Germans ability to source 4N HPA form Mitsubishi earlier than their plant build and demonstrate how a higher amount could be achieved by negotiation and the current announcements role in it.
