i just spoke to the company secretary who advised if the loan is approved it will be done subject to a number of conditions precedent, such as the finalisation of the (satisfactory) detailed design costing due in mid-2017
in other words, the target date for the approval of the loan is before mid-2017 & not directly related to the mid-2017 detailed design costing
