From the last quarterly update:
Upon issue of the formal manufacturing licence, Altech Malaysia's application for pioneer status (high technology) investment incentive classification will also be confirmed.
This suggests obtaining pioneer status won’t take long.
Obtaining it should send a price signal to the market (will to me at least) and a green light to potential financiers.
