Whether or not this was known at the time of the placement, who wouldn't like more time and wait till a 100% offtake agreement effectively secures a funding package? First thing I've seen this company do that I don't like. However it is a win-win because (a) it provides more working capital till plant funding is finalised so further reduces risk of any more CR before then, and (b) the company strengthens malaysian connections/interest which I'm sure will help with the plant project.
