it won't work like that. ATC will wait until the offer closes and then there will be a scale back of some description.
And don't get too excited - this is just a small offerring to keep ordinary shareholders semi-happy. Pre-offer, ATC had about 425m shares, and another $3m at 16.5 cents will mean another 18m shares. That works out at a rough ratio of 25:1. If all shareholders participate and the scaleback is applied uniformly, then you'll get 1 share for every 25 you already hold.
