And don't get too excited - this is just a small offerring to keep ordinary shareholders semi-happy. Pre-offer, ATC had about 425m shares, and another $3m at 16.5 cents will mean another 18m shares. That works out at a rough ratio of 25:1. If all shareholders participate and the scaleback is applied uniformly, then you'll get 1 share for every 25 you already hold.

While they do reserve the right to change the offer, it doesn't seem to be that they will do a scale-back as I've previously been involved in. From the offer "Applications will be accepted on a ‘first in, first accepted’ basis and will not be able to be withdrawn once made. "
