I think it will be a rights issue. At least that's what he said before.
However, I've learned not to trust directors on these type for comments. (That's where the inscrutable bit comes in). When it comes to raising money and it's hard they do what's required.
Conversely, Iggy's pretty much done what he said albeit with a cost blowout and slow progress.
