Indeed ATC have ducks lined up and keep finding new uses for the HPA they don’t produce yet..haha.
KfW found no fatal flaws and willing to fund but has been a very drawn out struggle to get subordinate funding. Not sure what the hesitation from other funding sources is. It’s un untested process at large scale but the process does not appear to be difficult to scale up.
Have to wonder is part of the hesitation being subordinate debt to KfW leaving a much higher risk associate with failure and ability to recover funds?
