Here's my take on the lack of a definitive shipping date .

Being a new mine it would be hard to commit to a specific date for a set amount of product to be shipped , being that you are still commissioning the plant and can't be certain of production rates . If the ship turns up and you don't have the product there you're probably going to get charged for the standby rates.
Better to under promise and over deliver to start with.
Once the first load is done and you have a better understanding of production rates, forecasting becomes easier and scheduling ships in advance would be more likely.
