I am pretty sure the accurate figure in that cost structure is only transportation cost. Yet it also based on existing cost/contract. Not sure whether they have more capacity to transport additional resource or not.
Give how low the spot price for thermal coal at the moment and boom of shale gas and oil in USA, I reckon proving uP resource is waste of money. If you read The Ann it says that the approximate cost is excluding tax and royalty.
Add interest for capex tat and royalty it will be way underwater.
